Charts
Lester M. Barlow Pedigree
The relationship of these two is based on a newspaper article about the death of Adaline Quigg (b. 1860), a granddaughter of Richard Quigg (b. c1800). It says she was the cousin of Richard Quigg, a hardware dealer in Oswego. This would be Richard W. Quigg (b. 1840), a son of James Quigg (b. bef 1800).

It is also possible that the relationship is through the Briggs in the family. Two of Adeline's aunts are married to Briggs brothers, who are the cousins of Richard W.'s sister's husband.1 This 'father' provides a place to group siblings whose father is unknown to me.
